When you replace a song with another in a 3DS game, does the new song have to be the same length as the original? Also, are there any other conditions when replacing a song?

Inside the BCSAR files? Yes.
As separate BCSTM files? No.

For separate files, there are no special conditions.
However, it's highly recommended you make sure the song loops, and the volume is just right.
To loop, it's advised to convert it to BRSTM (for Wii games) first, and then convert that one to BCSTM.

At the moment, it's only possible to replace the content inside a BCSAR file (note: BSCAR doesn't exist) using a Hex Editor.
The way it's performed is rather complicated, though.

lol it's possible to insert it with a different length, it's just that you'd have to update pointers

Maybe in the future, all I know so far, is that it must either be the exact same length, or shorter.
