Want to edit super mario galaxy 2 for wii console wondering i heard u need whitehole or something where can i download these tools.

So you will need to download a few things.
To extract the game's files legally, you'll need your own SMG2 game disc, and some method of extracting the files. There are plenty of tutorials out there to help you with that part.

Of course, you'll need Dolphin to emulate: https://dolphin-emu.org/download/ Download the latest "Development Version" if you want to test your edits (which you do want).

You can get the object database (info on all the objects, basically mandatory if you're modding SMG2) here: https://kuribo64.net/objectdb/smg.php?game=2

Once you have SMG2 on Dolphin, you can follow these tutorials: https://www.youtube.com/watch?v=UTAYe7YzwZU&t=1s and https://www.youtube.com/watch?v=NQn-c_Y2lIc&t=159s which should show you how to actually mod.
That should be everything, just ask another question if you have one.
