Yee. Tetrabit mentioned it in a video a few days ago. Gravity now works pretty well, pants64 (previously known as starpants) is just working out some bugs atm. The main dev is Redpoisondragon, who extracted a ton of models from galaxy for reference and remade them
with the limitations of SM64DS. There are a lot of courses in Galaxy, so I'm not sure that they'll all fit into SM64DS, but the project is definitely going somewhere.

I feel like this could be how they do this.there are 242 stars in mario galaxy.
121 Stars each for mario and luigi.
First demo is the first dome complete,Next few demos may probally be the same as first but each is just the next completion of another dome.After all 120 stars are completed for mario,the realease demo which is the fully mario galaxy gameplay.
Realase,luigi galaxy completed,all 242 stars done and all the levels as well.

Nope. This project has been clearly dead for a while. However there is an ongoing hack being developed by RedPoisonDragon, pants64, and poudink that plans to recreate the entirety of Super Mario Galaxy as faithfully as possible on the DS.

You can check the progress of this project in the SM64DS Hacking server.
You can also take a look at the teaser trailer.
