It doesn't.

And unless you use the TubeHax DNS, browserhax is patched on 11.0 due to the bypass being patched in 10.7

I deleted my post because it made no sence:

Nintendo made it so you can't access the browser without a update.
There was a bypass but it was patched on 10.7
Once you see the message, you can't remove it.
If you didn't see the message yet, use Tubehax DNS.
Otherwise, you need to use secondary hax because 11.1 patches it.
