The background should be ambigious. When you look at it, you can't decude wether it is sunny or overcast. Like the vase-or-two-faces optical illusion.

Or maybe it looks like you're inside a giant tornado, but at the top and bottom you can see the sun and clouds.

Maybe part of the level can be platforming inside a tornado?

Wind in a Mario game? Never thought of that (like when you automatically move due to the wind)

Wind is used in plenty of super mario world romhacks.

Also it's used in SMG2, the fans blow you away.

Hmm...

So there is an opposition that is based on the presence or absence of storm. Based on the classic clash of opposites on galaxies like Shiverburn, we could actually have sources of power being used or suppressed in order to maintain a constant state of calamity, as a Power Star's power being used to create a safe spot within the chaos, an eye of the storm, or a mechanical device controlled in order to create the storm in first place. Based on this context, the player might need to use mechanisms to amplify the energy field generated by a Star instead of removing it beforehand. Such devices might include any form of producing or redirecting energy, either by activating any sort of trigger or being able to capture or destroy storm clouds and King Lakitu himself, who might be the one who's actually thwarting his opponents' plots.

On a highly unlikely scenario, the Bulb Yoshi power-up could be used not only to allow the player to see further into the clouds, but it could also prevent Mario from taking any damage he might be subject to, such as blindly running into enemies or death traps such as spikes and bottomless pits.

Here are a few concepts I have:

* A flat planet made of circles put together (sort of like Sweet Sweet). Half of it is rainy and muddy. The other half is sunny, but there are rain puddles that are boiling because of the stars' (suns') heat.

* You are underneath a storm's rain but a Galactic Tornado or Tweester allows you to hover above the storm clouds and escape to a sunny paradise.

* A place that is flooded like Delfino Plaza, however, the storm is still there when you arrive. You have to swim and jump your way from the rainy shadow of the storm. The sunny and dry part has a switch like Glem said except the switch drains the flood waters along with dispersing the storm clouds.

* Rain in the sun. AKA "sun shower". 'Nuff said.

* Flash floods like my third concept except smaller and less overwhelming. Just small waves moving across planets would be fine.

How about those monkeys and gliders asking for Mario/Luigi to help stop the thunderstorm? Maybe go up objects or buildings, then a star launcher, then a button stopping the thunderstorm. Then a star launcher sending you back to planet 1 and then the monekys and gliders thank the player, and awards the player with a star. Meh, I'll try making concept art

Uh.... what...?

Monkeys...?

I think he is refering to The Chimp and the Jibberyays. Well, The Chimp in here... yer, no. Jibberjays in here, possibly.

EDIT: Since we can work with water, are we able to make giant water drops that are constantly falling down? You have swim up by using the falling water drops and you have to constantly swim up and into higher drops to avois falling into the abyss with the water drop.

Hmmm... it would be interesting if this galaxy actually took place in the sky. Also, is it going to be a beach galaxy? I think it should really focus on weather, and not many other themes. Also, NWP said it would be hard for weather to affect gameplay, but what if we have this be a cloud flower galaxy? I mean, it makes sense: Weather, sky, stormy... It seems like an ideal place to use it. We could have puzzles where rain makes you lose the flower and die because you fall through the clouds.

A beach galaxy? I would prefer a sky galaxy instead since it is literally "in the clouds". Also, what about Galactic Tornados or Tweesters on the clouds?

Tornadoes would be a must. And yes, I agree this should take place in the clouds

Yeah, the reason it would be hard is because none of the existing objects do it already, we'd have to do it from scratch. It'd be purely aesthetics or possibly some collision if you want. IDK exactly what cosmo has in mind since I have yet to ask him.

The thing is that the SMG games have no wind effect that pushes Mario. And rain does not make the ground any more slippery. It might be possible to make rain strong to act like fog (limits vision) however.

If we switch the properties with puddles and ice, rain could potentially be slippery.

Switch?

We could just give puddles teh icy collision.

But that'd look really awkward..

Hmm...I think this galaxy should take place high up near the cloud line (maybe a "gas gaint" as the planet). The level should go up and down, so in parts it'll be stormy, foggy and windy (below the clouds), and in others it'll be perfectly clear (above).

This galaxy seems to need the Cloud Flower. Hmm.

There's always a light at the end of the tunnel. Of course, it's usually an oncoming express train.

Slow and steady gets you trampled by the other guys.

We could hide fans for wind during cloud platfoming. There's really a lot what we can do

Yeah, probably in clouds. I was thinking for the stormy sections to have raining and electric hazards (having a few Amps, fans, and some stone platforms), while the sunny sections should have falling to death being the main hazard (only a few clouds and fans here and there).
