So i'd like to have a custom symbole keyboard on my 3ds but when i check those custom keyboard it's only for eur and us region 3ds and i have a japanese 3ds.
questions:
1.is it safe to download the eur or us custom keyboard?

2.if it's not possible how to i make one?

Given that the OP lurked in this thread today, I will bump to answer:
1. I don't think so. See, different regions of software usually have slightly different code. A custom symbols keyboard likely does some hex edit or something else code-related. It's the same reason we have one version of an original ROM we use for hacking.
2. Well... learn how the 3DS is coded! Nuff said! Maybe you can get some help with that on gbatemp.
