There's a Waluigi hack already at this point, but to answer the original question of how to edit the Play Room textures, open the area in SM64DSe, then export the model in whatever format you want (its materials should be in the same folder it's exported to). Use GIMP, getpaint.net, Photoshop, or MS Paint to edit the textures, then reimport the model.
