This program should have the capability to view and edit decompressed LZ files. Adding and removing objects should be possible. Opening and saving should also be possible. Moving, rotating, and scaling should be possible, though not all objects have scaling or rotation.

Nah, shit doesn't work this way.
1. You haven't even precised where your LZ files come from. They could be anything. 2. If someone was interested into that, it'd be known. But people aren't going to code a whole editor just because some random guy says so.
