So, since the subject was brought up, I may as well make a new one since every other one is broken apparently.
Tools needed:

So, once you have those installed, open up SZS Explorer and make a new archive.
Then you'll need to right click and import a file - specifically a BTI - any one will work, it doesn't really matter.
Then you'll need to edit the BTI into the one you want. Right click it and Open it in the BTI Editor.
Then it's time to actually import the image. Go to Tools > Import and import the texture-edited image.
Then you need to MAKE SURE it's in CMPR Format by going to Tools > Reformat. Note that this'll erase any transparency you may have had.
Finally, Save and Export it. Now that you actually have the image, it's time to patch it into the BDL you want.
This part should be self explanitory, if you just run the script with python via command prompt (C:/python27/python.exe pytex1.py) it will tell you what the commands are, there's -l to list all the textures in the BDL, and then the numbers/order they're in will let you patch in the BTI with -r. Then you're all done!

This is a really brief tutorial, I may add how to patch it in manually if pytex1 doesn't work for whatever reason, which sometimes it does.

and is there a possible way to make a texture with transparency in the game? cause I really need that for my models.

and does this also customize the material. like making water and such?

No, any transparency you would get (AFAIK) would be with materials, which we can't edit. This has nothing to do with materials, that's an entirely different section of the BDL, and even if someone did make an editor for materials, it would be way too complicated for 95% of people.

Its technically not a texture hack. I actually replaced the BDL of Mario with Cosmic Mario from SMG1. I realized that cosmic Mario used one of the animations in MarioAnime (like regular Mario), so I thought, wouldn't it be cool if you could play as Cosmic Mario?

I haven't tested this on the hardware though. (like always) Will test soon. It looks cool when you get the power-ups, because part of you is blue.

Last I tried Cosmic Mario on a wii, CRASH. If you can make him work as a player model, you will be GOD to me. If you can get his voice in there as well, there will be no words left in the english language to describe you adequately.

Agh. As much as I'd love that to magically work all of a sudden, it won't. Cosmic Mario's BDL does not work in place of Mario's BDL, with or without the accompanying BTK and BRK files. Gawd, somebody work their ASM magic here...

I don't see why you just retexture, rather than going through all the trouble of ASM. Plus, it isn't ASM. It's just replacing the bones and joints.

If one simply replaces the model, the game crashes. The rigging is identical, but the textures and materials? That seems to be a different story. I tried, several times, to retexture mario's model to look like cosmic mario. every time, I can replace either the face texture, or the eyelid textures, but never both in the same retexture. I don't know why.
