I completely disagree with this. Also using smash bros. Is kinda a lost argument. Because not only did melee come out after a lot of games that had luigi's modern voice. But smash bros. 64 also came out after Mario kart 64 which had Luigi's modern voice also. So no it was most likely were lazy.

If you want me to help I can put forth effort for a modern luigi voice mod.

Also by using the argument that modern Luigi won't work because it's new is not N64 standard.
He still has the same voice actor since ages (Same as Mario in fact).

If you really want to have it sound like N64ish port the voice from Super Mario 64 DS. If you need the rip I'll provide it.

Some of this is kinda iffy too. Although Martinet has indeed done Luigi's voice since the 90s (Japanese MK64 and Mario Parties 1/2 excluded), it's been performed in different ways. Western Mario Kart gave him a deep voice (alongside Mario Golf and Tennis 64), Smash Bros 64 and Melee gave him pitched-up Mario clips, and Luigi's Mansion-onward gave him a more nasally voice.

Personally, I'd go with MK64/64-sports Luigi voices. Not only are there far more voice clips between those games to work with (and more versatile clips at that), but they're more consistent than mixing his Mario Party voice with pitched-up Mario voices.
