Well, a Windows Tablet uses full Windows 10...normally.
Windows 10 Mobile can only run Mobile Apps, so it's not like you think it is.

I even have Windows 10 Mobile (Insider Preview) on my Lumia 930, so I know it.

Making a proper video playback interface is probably not hard. The tricky part is getting a server infrastructure that can provide the bandwidth required by video sharing.

Oh and copyright claims might be sent to your host. Hope they aren't as dumb as Youtube.

I'm not that average High School girl, you know?
I'm perfectly aware of all that.

But my goal isn't to replace YouTube completely, I just want to provide a place, where people can put ROM Hacking Videos on, without having to worry about those DMCA abuses.
But of course, if the Copyright Claim sent to the Server Owner is valid (like, the entire 50 Shades of Grey Movie), we'll take action, but not to Videos of someone, showing an Automatic SMW Level, for example.

Saltypepper, if you disabled Internet, then how were you able to Update your 3DS?

You do realise, they have a 10 minute limit, right?
So that already makes it not have all YouTube has.

That's a Myth, you can as well get in trouble, if you don't monetise at all.

I'm teaching English to many Business people here, and although I'm not a native English speaker, those people still prefer me over those many Schools, being ran by native English speakers.
And you know why?
Because School Systems, all around the Globe, just suck!

While the most professional Teachers take a handful of money for 4 years (or longer/shorter), teach people once a week, using boring Books, I concentrate on 1-on-1 Speaking Exercises, 30 minutes a day, for 3-6 months, and for half the price.
Results: People become more fluent quicker, than they'll ever become with those 'Professionals'.
(Oops, I shouldn't advertise myself here, but I assume no one else here lives in the Tokyo Area, anyway.)

Programming is the exact same thing: They take 2-4 years to teach you something, you can do on your own within months, or even weeks.

To add even more Common Non-Sense to it, back when I lived in The Netherlands, I learnt a whole lot more on a lower Level Education, than on a higher Level.
Not because I'm stupid, it's because the School System is stupid!

Just look for any Programming Studies, for example...
On lower Level Education, they usually focus on the core thing: Programming!
Meanwhile, on higher Level Education, they find it more important you know Maths, Databases, ITIL, Academic Writing, how Visual Studio works, and whatever else that doesn't relate to Programming at all.
And yet, you'll have a much better chance to get a Job, if you have a higher Level...

Remember, "Java" and "JavaScript" are as different as a "Car" and a "Carpet", and yet non-Programmers tend to mix the first 2 up, but not the last 2...

I would rather see a more SM64 or SMS-style Mario Game again, Games where you can freely roam around, without Cheating.
In SM3DL and SM3DW, they already managed to do that in a few Levels, but the Timer fucks up its Freedom again.

SM64 and SMS were really good Games for those YouTubers, who made complete Stories out of those, I also used to find a lot of imagination in SM64 and SMS, to play these Games entirely with my own Story Line, something that's lacking in SMG, SMG2, SM3DL, and SM3DW.

But if they manage to make a new SMG Game with big, open Worlds, then why not?

Probably an SM64DS Hack, called "Super Mario Sunshine 2"?
Otherwise, I'm clueless...
