Wrong. That's absolutely universal and only comes from newbies who are too pretentious to admit that just maybe their hack just might be absolutely atrocious.

I say get rid of the topbar, allow an option to move the sidebar to another side of the page and otherwise make the layout like the one in that image.

Of course, this could be my personal bias towards SMWC's layout because of it being the first forum I joined.
