I would love to make an editor for Mario VS Donkey Kong, but I don't even know how you'd start, and I doubt I would have the skills to execute it.

know a serious programming language and have some knowledge of ROM hacking. that's pretty much about it.

I don't know any programming languages, other that little bits of Python I learnt in IT class. How hard would it be to remember all this stuff and have the project come together? (Well its not really a project, just an idea)

Depends how fast you are at learning to code.

Also creating a level editor can be an pretty advanced task. If you are not able to code properly you will sometimes smash your head on the table (hello coding CK without any Qt knowledge).
