It is possible that this firmware is never intended to be pushed to other systems in the 3DS family. The PS TV came with firmware 3.20. As far as I know, regular PS Vitas skipped this version straight to 3.30.

Better wait a little longer, it comes with a firmware version, that's not publicly available yet.

The latest firmware released is 0.25.5, which is 11.4.0 on retail 3DS systems.
The New 2DS LL came with 0.25.18. Downgrading not possible.

Calling it, 12.0.0 at least.

I don't think so, Nintendo fucked with 3DS Firmwares only once so far, and it has been more of a region-level fuck up, rather than a system-level fuck up.
Besides, I also remember how the 2DS firmware was newer than what was available, back when I got it.
Except that there has been a 2 or 3 week difference with this one, so I might remember it incorrectly.

Oh, I have no idea how dev firmware is numbered so I assumed that it was a 12.x retail because of the small jump from .5 to .18. I'll assume that is 11.5 at the very least. Thanks for the correction.

Nintendo skipped lots of minor version numbers throughout the entire 3DS era, actually.
Firmware 11.x is one exception, Nintendo skipped only 1 minor version number once in this case.
That's probably because of the many exploits Nintendo 'quickly' patched.
