You can use braindump with any homebrew exploit to make an incomplete decrypted dump that has enough to work in Citra
The methods to make proper decrypted dumps are more complicated |

Do you mean Cydia or Citra?
Because i would be amazed if there's a 3DS Emulator for IOS, while we don't even have an optimized one for PC. |
