Galaxies like the File Select or the credits use a PowerStarId of 0.

Example for SMG2: If your galaxy has 6 stars, then you need to take the values from one of the six-star sets.
Scenario 1: 25
Scenario 2: 34
Scenario 3: 4
Scenario 4: 8
Scenario 5: 18
Scenario 6: 32

What happens when you add a star? Do you have to use one of those values for a seven-star galaxy?

You can't fit a 7th star without it overlapping and looking dumb.

The 7th star won't even appear on the Star Select, because it has no entry in ScenarioSelect.arc

What is PowerStarIds for and what do they do? Does it also work to add a Star select to galaxies like FileSelect if you change the PowerStarId and add text? Does 1 or 2 Star galaxies works?

2 Star galaxies work in SMG2, 1 star galaxies don't work.
Maybe the PowerStarIds from SMG1 work in SMG2 as well.

Maybe there is some unused stuff in the game's code that makes it possible to have 3-star galaxies, 5-star galaxies and/or 8-star galaxies.
