You need:
ROM Extender: http://qubedstudios.rustedlogic.net/Mario64Tools.htm
ToadsTool64: http://qubedstudios.rustedlogic.net/ToadsTool64.htm
SM64 ROM

Steps:
1.Load up SM64 ROM in ROM Extender and wait
2.Open up ToadsTool64 and Load the Extended ROM
3.Click on "Edit Textures"
4.Click on Small Mario to reduce the size of Mario (make Mario the Smallest thing possible)
5.Click on the texture which is on the castle coutyard plaque that says "L is Real", the image number is 656
6.In the place where is the Mario Size Numbers(it should be 0.1250), Type: L is Real, and press Enter(you will notice that Mario's color changed to green)
7.Click on "Back to Level Editor" and click "Save" and wait for 10 seconds and click on "Quit"
8.Load up your Extended ROM with a N64 Emulator and..... You unlocked Luigi

Video Tutorial:

This tutorial will unlock Luigi, but, you'll have Mario's voice
If you want Luigi's voice, you have to change the SFX of the Game(I don't know how)

I'm aware I've seen this "unlock Luigi" thing from the SM64 fans multiple times, but calling SM64 as crap sounds brutal (I don't take it as an offense).

This isn't a model created by Nintendo that was stored in-game. It's just a fan-made model made by the creator of Toad's Tool 64, VL-Tone. Just clarifying.

But I guess that Donaldthescottishtwin confused you with the "How to unlock Luigi in Super Mario 64" phrase.
