Hmm...I think this galaxy should take place high up near the cloud line (maybe a "gas gaint" as the planet). The level should go up and down, so in parts it'll be stormy, foggy and windy (below the clouds), and in others it'll be perfectly clear (above).

Yeah, probably in clouds. I was thinking for the stormy sections to have raining and electric hazards (having a few Amps, fans, and some stone platforms), while the sunny sections should have falling to death being the main hazard (only a few clouds and fans here and there).

Pretty much, most of the level could be soaring high above the clouds with the only solid ground being a small moon with the Cloud Flower on it. The "shine" part would consist of being blown along by fans hidden in clouds, getting extra distance with Cosmic Tornadoes, and avoiding airborne enemies (or falling). Then a Launch Star using a "blankout" effect to change the scene to a stormy area below the clouds with electrical enemies as well, and a LOT more Cosmic Tornadoes trying to get Mario off course.

(Was there a 3D cloudlike object? If not...the fans will be a problem...)

If you refering to the cloud platforms, they are object as far as I know.

Yeah, having a moon would be a bit too random.

Well, doesn't really matter. Needs a solid starting platform for the starting Cloud Flower to be on, and nothing much else. :P
Pretty much, the "shine" portion could be conserving clouds, just enough to get the distance, trying not to be blown off course.

Maybe we could have Mario start off on a beach planet, use clouds to go to move towards another area, but then be blown off into a small area full of storm clouds that you have to dodge.

Polari, that would actually be a great idea for a starting planet. But instead of clouds, Mario uses tornados found on the sandy beach that take him to another beach planet. The second planet has the Cloud Flower which Mario uses in the wind to get to the storm clouds. The two beach planets could potentially be the galaxy's first two sections. Don't forget that Lakitus and Paragoombas can be the enemies for the two planets.

So we're going for a background of a sea of clouds, I take it?
And the level may or may not have various cloudy planets across the sky.
I was thinking to have a Launch Star plunge Mario down into the stormy half of the level, with a blankout in the middle for the scene switch.

I think it would be better in this galaxy alternated between storm and shine. That way, stormclouds could "suddenly attack" as you traverse the galaxy.

As for the background, it should probably be a comination of sunshine and grey clouds.

For the first Star, I think it should start being sunny. It would continue being sunny, but then - STORMY!!! I would like it to be a dramatic effect, compared to Star 2, which would alter between Sun and Storm via switch, or beat.
