Maybe they could appear during the first half of the level. Then near the midpoint, the Toad Brigade tells Mario that they can't go on any further, and wishes him luck. Because the edge of the universe should have loads of black holes and dark matter, making a very atmospheric end, contrasting with FF. Maybe this kind of thing could be better off in Final Frontier.

I was thinking at one point, there's a section in this galaxy where Mario lands near a black hole. The black hole either chases Mario or sucks everything in it. For Mario to stay alive, he finds a Rock Mushroom. Mario then uses it to turn into Rock Mario and roll away from the black hole quickly. Behind him as he rolls, the platforms break/fall or get sucked in. So theoretically, Mario cannot stop. Think of it as Star 2 of Melty Monster Galaxy from the original game. Mario will have to go on the ramps to stay in his bowling from. The falling/breaking platforms as you go will get smaller, making it harder to navigate. There will also be meteors falling near Mario, so you gotta navigate around that as well. And if possible, to make this look cool, switch the camera to it facing Mario and showing whats behind him. If it is hard to find/create a platform for this event in the level, we could just use those falling Dash Yoshi platforms from Hightail Falls Galaxy.

Why is it that Rock Mario stopped in Boulder Bowl but not in Melty Monster? If we find out the code, then we could use it for EOTU.

When Bowser punches the ground, there should be a wave of spikes, and Bowser punches the planet three times in a row.

I love that idea! And how about the meteors that come down still shoot out electrical blue waves... but there should be like 5 meteors instead of three... THAT would be a challenge :D

Electrical blue waves as in shockwaves would be possible if we can make meteors spawn things like the lava pools in Shiverburn. There are no blue shockwaves but they can retextured.

Nope, sorry. There are lava waves in Melty Monster. And if I recall correctly., this galaxy will not have lava in it. Anyways, what background is this galaxy going to have?

There will probably be a green and purple black hole during the final boss fight. This is some art I found about a month ago. It needs more purple over green. It also needs less green.

That black hole might need to become more different than SMG 2's fight. They can't be to similar.

Actually, the original idea was to have the final Bowser confrontation be literally outside the universe. (it's after the edge...)
Perhaps the Bowser fight background could be a solid white, with a slight glow effect. It would be quite striking after all those black backgrounds. The planet should be modified, of course...maybe a miniaturized sun with moving platforms, with gaps of lava retextured yellowish-white...?

Anti[-matter]-lava. Sounds nice. [Ever since I was little, I thought about a white area after the edge of the universe called the "space end". It is a lot like the white area with floating squares and echoing voices that Squidward visits in "SB-129".] The disapearing green platforms could also appear in the fight as the equivalent to the floating squares.

If we could somehow make the level move, and have the "Edge" move, we could give off the impression of the Universe expanding.

Animated backgrounds are definitely possible. In fact, most backgrounds ARE animated.

I imagine something like Bowser has finished his plan at the very edge if the universe. Bowser is now able to take over the entire universe from just the very edge of it. The plan is already taking place so Mario must be very cautious as he ventures to fight Bowser.

I think it would be pretty cool if in the first half of the level you're on the outside with airships and tons of enemies, but then you get sucked inside the black hole for the second half. I always imagined the inside of a black hole as extreemly weird and just plain random because of all the things that got sucked in.
EDIT: The level should be really long to make it more epic and have space for all the ideas for this galaxy.

If you get sucked into a black hole, you die. Changing that behavior would be a lotta work.
