It appeared in Deep Dark, OceanPhantomCaveGalaxy I think internally.

On a side note, you remember those Octopus enemies from Kamella's Airship Attack that only spat Fire Rocks and didn't have barrels? Well, I got them into SMG2, it seems the barrel is a seperate object. Anyways, set Obj_Arg0 to 0 if you want these guys to not shoot coconuts at all. (But you can still kill them with shells.)

Nice discovery.

I kinda half expected the barrels to be part of the enemy, since they were never scene without them in SMG2

Nope, just an effect, and what's even more interesting is the barrel name is TakoBarrelA, which is used for all the Octopi in the game besides the ones I mentioned.

Yet, there is a TakoBarrelB, which is never found in either game.

You can also kill them with Spiny Shells (Or whatever those things are called that Yoshi spits)

Well, Yoshi works with almost anything, and the stuff he doesn't work with usually won't glitch either.
