Actually, it's possible to add one for the Ice Flower but not for the Red Star. The Red Star is missing an entry in the event table, so its event needs to be disabled, while the Ice Flower has an entry in the event table but InformationObserverIce was not there, so its event was disabled too. If you want to reenable the Ice Flower's event, remove the first two lines of the Ice Flower patch, which modify addresses 0x800240C4 and 0x80024544.

That's a custom or unused planet, from what I can gather. I think its from his hack.
