Obviously it is. You ask them to help you make your hack, and their reply mentions permission to develop games or use their IP. Not quite the same thing huh.
The emails probably go through word-based filters. Oh and Nintendo has better things to do than help some random fanboy kid make his hack. Sorry to blow your dream.
