Looks like extra ports. Those ports are found out the motherboard. So this might be a mini computer OR an extension for motherboard peripheral ports.

It's a "dock". Lots of bussiness buildings and offices use these because newest laptops don't have as much I/O as a full-size PC. It connects by USB 3.0 and all those ports are supposed to be expansion.

Could be true. My grandpa has this kind of thing too for his Acer laptop which is like soooo thin it doesn't have LAN. (it's smaller than this though, much smaller)

Laptop docks are really convenient, I have one at school and one at home for this laptop; it takes next to no effort to get my laptop connected to a screen/keyboard/mouse since all I have to do is placing the laptop on it.
